Section 1 of the Safety Data Sheet (SDS)

The Safety Data Sheet (SDS) is a key regulatory document required for the handling and distribution of chemicals. It provides essential safety information regarding the use of chemical substances and mixtures. The preparation of SDSs is a fundamental part of chemical documentation, ensuring compliance with legislation and the protection of human health and the environment.

Section 1 – Identification of the substance/mixture and of the company/undertaking

Section 1 of the SDS contains the basic identifying details of the substance or mixture, as well as information about the supplier responsible for placing it on the market. This section is critical, as it enables quick identification of the chemical and the entity responsible for its supply. Additionally, it includes other key elements important for safe handling.

1.1 Product identifier – How to correctly identify the substance or mixture in the SDS?

This subsection requires the name of the substance according to accepted chemical nomenclature and the appropriate identification number (CAS number, EC number, or Index number, depending on availability). For substances registered under REACH, the registration number must also be provided.

In the case of mixtures, the trade name should be indicated. This subsection may also include the UFI code, in accordance with Annex VIII to the CLP Regulation, if the mixture is placed on the market without packaging (e.g., for industrial use).

1.2 Relevant identified uses of the substance or mixture and uses advised against – What does the SDS tell us about the intended use?

This part provides a brief description of one or more identified uses of the substance or mixture, for example: as an industrial raw material, cleaning agent, or household chemical.

If there are specific uses that should be avoided (due to technical limitations, safety concerns, or regulatory restrictions), they should also be listed here. This list does not have to be exhaustive but should include clearly discouraged uses where relevant.

For substances that require a Chemical Safety Report (CSR), the uses identified in this section must be consistent with the information in the CSR and the exposure scenarios attached to the SDS.

Accurate identification of the intended uses is crucial not only for regulatory compliance but also for providing downstream users with guidance on safe handling.

1.3 Details of the supplier of the SDS – Who provides the document?

This subsection includes contact details for the entity responsible for supplying the SDS. Regardless of whether the supplier is a manufacturer, importer, only representative, downstream user, or distributor, the following must be provided:

  • Company name

  • Full postal address

  • Telephone number and a valid contact e-mail address

It is essential that the contact details are accurate and up to date, as this facilitates access to additional information if necessary. For substances subject to REACH registration, the details must align with those given in the registration dossier (manufacturer, importer, or only representative).

1.4 Emergency telephone number – What are the rules for including it in the SDS?

An emergency phone number must be listed for situations involving chemical accidents. This may be an internal company number (active during working hours) or the number of a recognised emergency service (e.g., a poison control centre) available 24/7.

In countries with designated advisory bodies, the relevant national poison centre or authority should be listed – though additional requirements may apply depending on local regulations. Other phone numbers may be provided in addition, but not as a substitute.

Accurate and accessible emergency contact details are vital for a fast and effective response to chemical incidents.

Why is Section 1 of the SDS important?

Section 1 plays a crucial role for anyone using or distributing a chemical. It helps clearly identify the substance or mixture, its intended and discouraged uses, and who is responsible for placing it on the market. In case of emergencies, this section also provides the primary contact point for assistance or further information.
